Why does USCIS require a letter of physical presence when adjusting after holding U-status?

Both principal and derivative applicants may file Form I-485 only after they have been physically present in the United States for a continuous period of at least three (3) years since being admitted as a U nonimmigrant. This statement is to document that an applicant has satisfied this requirement.
